Tempus IV (2007 – 2013) – Transeuropean Cooperation in Higher Education

What is Tempus?
Tempus is the European Union’s programme for higher education cooperation with the EU’s neighbouring area. The programme supports the modernisation of higher education in the Western Balkans, Eastern Europe, Central Asia, North Africa and in the Middle East.
What types of activity are eligible?
Joint Projects
- The objective is the modernisation of higher education at institutional level
- Projects in the field of curricula reform, governance reform or higher education and society
Structural Measures
- The objective is to support the structural reform of higher education systems at national level
- Projects in the field of governance reform or higher education and society
Who can participate?
Consortia of higher education institutions, involving at least three higher education institutions, each from a different EU member state and at least three higher education institutions from one partner country (national projects) or two higher education institutions from each of the participating partner countries (multi-country projects). Non-academic partners may also take part in a Tempus project.
Application procedure
A higher education institution (from an EU member state or a partner country) applies for the Tempus grant by submitting a proposal on behalf of all the partners. Joint projects and structural measures are implemented through regular call for proposals published annually (in autumn) by the Education, Audiovisual and Culture Executive Agency (EACEA).
